Meet the individuals who lead our organization and teams on our journey to care for western North Carolina.

 

Greg Lowe
President, North Carolina Division

Greg Lowe is President of HCA Healthcare North Carolina Division, which includes Mission Health, the state’s sixth largest health system based in Western North Carolina. Mission Health operates six hospitals, numerous outpatient and surgery centers, post-acute care provider CarePartners, long-term acute care provider Asheville Specialty Hospital and the region’s only dedicated Level II trauma center.

Appointed to Mission in April 2019, Lowe had previously served as chief executive officer of HCA Healthcare’s Chippenham and Johnston-Willis (CJW) hospitals, a two-campus system in Richmond, Va., since 2016.

Before becoming CEO of CJW, Lowe was CEO of Lawnwood Regional Medical Center & Heart Institute, an HCA Healthcare-affiliated level II trauma center in Fort Pierce, Fla. During his tenure at Lawnwood, Lowe led the opening of a level III NICU and developed a pediatric emergency department and the Treasure Coast’s only comprehensive stroke center. Before joining HCA Healthcare, Lowe held CEO roles at hospitals in North Carolina and Tennessee.

Lowe studied healthcare administration at the University of Utah and received his Masters of Healthcare Administration and Master of Business Administration from the University of Minnesota. He and his wife, Lee, reside in Asheville with their four sons. He enjoys cycling, the outdoors, sports and coaching.

 

Terence van Arkel
Chief Financial Officer, North Carolina Division

Terence van Arkel is CFO of HCA Healthcare’s newly-established North Carolina Division, which includes Mission Health, the state’s sixth largest health system based in Western North Carolina. Mission Health operates six hospitals, numerous outpatient and surgery centers, post-acute care provider CarePartners, long-term acute care provider Asheville Specialty Hospital and the region’s only dedicated Level II trauma center.

Appointed to this role in April 2019, van Arkel has spent more than 23 years in leadership roles with HCA Healthcare. Throughout his healthcare career, he has served in a variety of financial and operational leadership roles.

Van Arkel earned his bachelor’s degree in Accounting from Stetson University in Florida and his MBA in Healthcare Administration from West Governors University. He is also a Certified Public Accountant.

 

Philip F. Stahel, MD, FACS
Chief Medical Officer, North Carolina Division

Phil Stahel is the CMO of HCA Healthcare’s North Carolina Division, which includes Mission Health, the state’s sixth largest health system based in Western North Carolina. Mission Health operates six hospitals, numerous outpatient and surgery centers, post-acute care provider CarePartners, long-term acute care provider Asheville Specialty Hospital and the region’s only dedicated Level II trauma center.

Phil is a European board-certified trauma surgeon and orthopedic surgeon who trained at the University of Zurich, Switzerland, Charité University in Berlin, Germany, and the University of Birmingham at Alabama (UAB). Phil served as the chair of the Orthopedic Department at Denver Health, the regional level I trauma center and public safety-net hospital in Colorado, prior to joining HCA in 2017. Among many accomplishments during his tenure as CMO in the Denver market, Phil supported the trauma program expansion at North Suburban Medical Center to a level II trauma center with recurrent zero-deficiency verification surveys.

Phil was appointed to the DCMO role in the HCA North Carolina Division in July 2022. He also serves as a professor of surgery at East Carolina University Brody School of Medicine, and as teaching faculty for the GME residency programs at MAHEC.

Fran Paschall, MBA, DNP, RN, CENP
Division Chief Nurse Executive

HCAhealthcare.com Fran Paschall, MBA, DNP, RN, CENP Division Chief Nurse Executive Fran Paschall is the Division Chief Nurse Executive for the HCA Healthcare North Carolina Division, which includes Mission Health, the state’s sixth largest health system based in Western North Carolina. Mission Health operates six hospitals, numerous outpatient and surgery centers, post-acute care provider CarePartners, long-term acute care provider Asheville Specialty Hospital and the region’s only dedicated Level II trauma center. Fran completed her Doctor of Nursing Practice in Executive Leadership at American Sentinel University, Aurora, CO. She is Certified in Executive Nursing Practice and also holds an MBA. Fran has over 20 years experience as a senior healthcare executive. Fran has been with HCA Healthcare for 11 years serving as CNO for Riverside Community Hospital in the Far West Division, DCNE of the East Florida Division, and has mentored and on boarded numerous CNOs throughout HCA in her role as the AVP, Nursing Leadership Support. Fran has a track record of achieving excellent outcomes in fiscal and operational performance with a demonstrated ability to drive change and achieve strategic and operational targets while balancing the delivery of clinically excellent care and human resource optimization.
